China Using Oil as a Strategy

What is the possibility of China buying up oil to stockpile and to force the price of oil up in the U.S.? Remember, the Chinese think long term. This strategy would have multiple benefits for our "friends" in Peking.
One, they would be building a strategic stockpile of oil.
Two, they would be crippling an already hurting U.S. economy, thus reducing U.S. influence world wide.
Three, it affects the U.S. election causing a more agreeable (if possible) administration to be in the White House.
Four, it causes dissent and strife in the U.S., distracting us away from other issues such as Tibet and NAFTA.
Conspiracy theory? Maybe, or maybe they are just taking advantage of the situation being driven by speculators in oil futures. Another thing to remember, the People's Republic of China is still a brutal dictatorship and they have to answer to no one. Some U.S. politicians have not forgotten that and are apparently trying to emulate them here.
